The Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) will lead the investigation into the incident.
Video of the deadly Louisville, Kentucky, crash showed flames on one of the plane's wings and a huge fireball erupting as the aircraft hit the ground.
The crash comes at a time of widespread air travel disruptions across America caused by air traffic controller shortages since the U.S. government shutdown began October 1.
One of the engines fell off during takeoff of the MD-11, an old workhorse for FedEx and UPS that is in the process of being phased out.
